Thesis

Verified Delegation Capability is not enough. The bottleneck is operability: governed execution, measurable reliability, and replayable history. Delegation needs a control plane. Model-independent by default — compatible with frontier models and next-gen architectures. Capability + operability, as one stack; toward long-horizon agency.
